Well, what do you know. A wearable blue exists.
It's a light baby blue with a pink shift.
A nightmare to capture whilst worn. But I'll link you to swatches.

For this look I used Meow's shadow in Skeptic.
The gorgeous shade actually does look exactly the same on the eyes exactly as how it swatches, but I couldn't capture it. So please check out these swatches by the one and only SwatchFreak so see how gorgeous Meow Friday 13th - Skeptic is when applied.
You can see it look pink when the light hits it and how blue it is deep toward my crease where my eyes are naturally shaded. .
My initial attempt was to deepen the outer corner with a matte violet color. I had African Violet at hand and used that. But it's terribly unpigmented and chalky. With this look it doesn't show up, it only makes my outer corners look a bit dirty. They are discontinuing it, however, if you see it floating around DO NOT buy it.

It's very cute.
The pink shift is so strong it turns the base color to lilac but it still has pink sheen.
